Minutes of the meeting of Appleby Magna Parish Council held in the Church Hall on 3 April 2003.

 Present 

Mr. J.K Colver, Mr P. Hemmerdinger, Ms S. Liff, and Mr J Quimby (in the chair) 

Apologies: Mrs D Morris and Mr J Lewis. 

1612. Minutes: Of the meeting held on 3 April 2003 - these were taken as read and duly endorsed. 

1613. Urgent items: 

The  Chairman agreed to take the following items as urgent business:- 

Council elections - code of conduct. 

Planning appeals- Redhill Farm AM - due to be heard 1 Sept 2003 at the NWLDC in Coalville. 

Trees in highway adjacent to Redhill Farm, Top Street AM - traffic visibility issues. 

NWLDC - Routine highway inspection. 

NWLDC - Help your constitution to take the lead in their community.  

NWLDC - Refuse collection changes that have been notified to residents. 

1614. Question time:  

No questions were raised. 

1615. Declaration of amendments to the register of interests 

No such declarations were made 

1616. Declarations of interest by members to items on the agenda 

No such declarations were made. 

1617. Decisions taken under delegated power 

No such decisions were made. 

1618. Police Report:  

PC Claire Horsley - badge number 4041 - presented the following report:

Various distraction burglaries had occurred in the Parish. 

The beat vehicle is back on the road.

Car hijacked at the A444/ A(M)42 junction. 

Didcott Way AM - skateboarding nuisance. 

Car crime reduced. 

A limited number of door minders are available from the Police - details to be made available. 

Speeding motorcycles - mobile speed cameras have been requested - primarily for the A444. 

Air rifle misuse has been reported. Such events should be reported directly to the police who will investigate. 

1619. Budget and Financial Statements  

That the budget and financial statements from 1 April 2002 to 22 March 2003 were accepted and noted. 

1620. Parish Council elections - 1 May 2003

Papers were distributed and applications have been submitted. 

1621. Accounts for payment:- 

I A Nettleship – salary 6 March to 3 April 2003 - £161.20

I A Nettleship - expenses 25 Feb to 22 March 2003           

1622.  Planning Applications 

NWLDC - proposed extension to 30 m.p.h speed limit.  -  Agreed

03/00419/FUL - Detached double garage at 80 Snarestone Road AM - No objection 

03/00362/LBC - Removal of part of an internal wall.  -   No objection 

03/00364/TPO - Work to an ash tree at 13 Black Horse Hill. – No objection 

1623. Englands’ East Midlands  Brochure

 No action 

1624. Payment of allotment rents at the Post Office.

This was agreed. 

1625. Annual meeting between Parish Councils and County Council - 1 April 2003

This was noted. 

1626. Urgent items  

Council elections - code of conduct. 

Copied to S Liff for circulation.

Referred to  NWLDC, to be heard on 2/9/03.

1627     Recruitment  of a new Clerk to the Parish Council

Applications have been received and interviews are to be held on 24/4/03
