Minutes of a Meeting of Appleby Magna Parish Council, held at the Church Hall, on Friday 13th August, 1999

PRESENT

Mr. K. J. Colver, Mr. C. D. Didcott MBE TD, Mr. J. Quimby (in the Chair) and Mr. D. H. Saunders

Apologies were received from Mr. J. Lewis and Mrs. D. Morris

Minutes

The minutes of the meeting held on 11th June, 1999 were taken as read, confirmed and signed.

Members were informed that in respect of minute 794 arrangements had been made for the dog warden to talk to children at the school on 14th October and that footway stencils could be obtained from a company at Cottingham. It was agreed that the company be asked to supply details.

Members were also informed that the land off Measham Road referred to in minute 800 had been cleared.

The Chairman informed members that he had agreed to take the following matters as urgent items of business:-

Question Time

Mrs. Dunkelman informed the meeting that the Appleby Web Site was almost ready for publication and that Parish Council minutes could be included.

Declarations of Pecuniary and Non-pecuniary Interest

Mr. Saunders declared a non pecuniary interest in the payment of an account for sand and cement included in agenda item 9 and Mr. Quimby declared a non pecuniary interest in an account for the drainage of the Recreation Ground also included in agenda item 9.

Police Matters

There was no police presence at the meeting.

Mr. Saunders reported that 2 firms had been reported to the Police for contravening the weight restriction order. The lorry owners had been given a verbal warning.

The Chairman informed members of recent breakins at Appleby Parva and Top Street.

Action taken under delegated powers

Members were informed that the Clerk, in consultation with the Chairman, had raised no objection to planning applications 990622, alterations to vehicular access, Barns Heath Farm, Snarestone Road and 990570, display of free standing illuminated sign, Appleby Magna Service Station.

Budget and Financial Statements

That the information contained in the budget and financial statements from 1st April to 22nd July, 1999 be noted.

Appointment of an Internal Auditor

That following advice from the Association of Parish Councils no action be taken to appoint an internal auditor.

Accounts for Payment

Resolved that payment of the following accounts be approved. It was also agreed that in accordance with the recommendations of the National Association of Local Councils the Clerks salary be increased by 3% applicable from 1st April, 1999.

Mr. Saunders declared a non pecuniary interest in the payment of the account for sand and cement and Mr. Quimby declared a non pecuniary interest in an account for the drainage of the Recreation Ground. They did not speak on those respective accounts neither did they vote.

Planning Application 990650 - Change of use of land to residential garden, r/o Chamant Manor, Old End

That no objection be submitted in respect of the above mentioned application.

Planning Decisions

That it be noted that NWLDC has, subject to conditions, approved the following planning applications:-

990882 - External and internal alterations, The Moat House

980881 - Formation of rooms in roofspace, The Moat House

990273 - Erection of 4 dwellings, amended scheme, 3/5 Duck Lake

980316 - Erection of single storey rear extension, 43 Top Street

Village Appraisal - The Next Steps

Members were informed that a copy of the completed Village Appraisal document was being delivered to each house in the Parish. Members were asked to peruse the document prior to the next meeting of the Council and to inform the Clerk of any items which the Parish Council could promote when recommendations for priorities would be decided.

Traffic Calming on Top Street

It was resolved that the Highway Authority be asked for an up to date position regarding the installation of traffic calming measures on Top Street last requested by the Parish Council in 1997 and that traffic speed checks be undertaken in that area. The situation is being exacerbated by traffic cutting through the village to reach the M42 motorway. It was also agreed that the Highway Authority be requested to address the problems of speeding traffic in Rectory Lane and Measham Road parked cars and restricted widths of road on that section of Top street from Garton Close to Snarestone Road.

Street Light Austrey Lane

That the County Council again be requested to provide a street light near to the junction of Austrey Lane with Atherstone Road. The transformer poles in Austrey Lane were suggested as a possible location for the light.

Leicestershire, Leicester and Rutland Waste Local Plan

Members were informed that at the pre-inquiry meeting of the public inquiry into the Leicestershire, Leicester and Rutland Waste Local Plan the format of the Inquiry to be held on 9th November at Snibston Discovery park was decided.

New Framework covering the appointment of School Governors.

Members were informed that as from 1st September, 1999 the Parish Council ceases to have the right to appoint a governor direct to a primary school governing body. Instead the governing body will ask the minor authority of its choice to nominate one or more people for the governing body to consider. The governing body then co-opts one person form the nominations given. The Parish Councils existing representative, Miss Liff will continue to be the Parish Council appointee until the end of her present term of office in May 2003.

Recreation Ground

Wicksteed Leisure Report

That it be noted that following a safety inspection of the play equipment Wicksteed Leisure had recommended that safety surfaces be laid under the slide and wooden climbing frames and that attention be given to the nails protruding from the gate. It was resolved that a safety surface be obtained for the slide.

Fencing around the play area and Bowley’s Lane Entrance

It was agreed that quotations for wooden fencing for the play area and Bowley’s Lane Entrance be obtained for consideration of the next meeting of the Council.

Field Ditch

That Mr. Pott of Austrey be requested to carry out deepening work on the field ditch.

Village Sports Association

That Messrs. Colver and Quimby be appointed to represent the Council on the village sports association and that an inaugural meeting be set up as soon as possible with representatives of the cricket and football clubs and the scouts.

Provision of Notice Board on Mawby’s Lane

That consideration of the siting of a Parish Council notice board in the vicinity of the Post Office on Mawby’s Lane be deferred to the next meeting of the Council to enable Messrs. Quimby and Saunders to select an appropriate site.

Kissing Gate and Fence , junction Mawby’s Lane and Footpath Q10

That concerns over the state of the kissing gate and fence at the junction of Mawby’s Lane and footpath Q10 be deferred to the next meeting of the Council to enable Messrs. Quimby and Saunders to inspect the site.

Annual District/Parish Meeting

That Messrs. Didcott and Quimby be appointed to represent the Council at the annual meeting between the District Council and Parishes to be held on 23rd September.

Leicestershire and Rutland Playing Fields Association

That no representative be appointed to attend the Leicestershire and Rutland Playing Fields Association National Counties Conference on 20th September, 1999.

County Service

That the invitation to attend the County service on 12th September at Shepshed be declined.

Oakthorpe and Donisthorpe Parish Council Civic Service

That the invitation to attend Oakthorpe and Donisthorpe Parish Council’s Civic Service on 12th September be left with the Chairman.

Urgent Items

The Chairman agreed to the consideration of the following items for the reasons given below.

Connecting Leicestershire People

Urgent to enable information to be made available as soon as possible.

That information packs on the Museums, Arts and Records Service initiative on the millennium Festival ‘Connecting Leicestershire People’ be obtained.

Our Vision for the Millennium - Leading North West Leicestershire into the 21st Century

Urgent to enable full consideration of the document within the prescribed timescale.

Copies of the District Council’s consultation document on its vision for leading North West Leicestershire into the 21st Century together with summary sheets were passed to members for comment. Members were requested to pass comments to the Clerk prior to the next meeting of the Council when a corporate response would be agreed.

Leicestershire Environmental Action Fund Limited (LEAF)

Urgent to enable a reply to be made within the prescribed timescale.

That the invitation to attend the launch of LEAF on 14th September be declined.

Overhanging Hedge in Rectory Lane

Urgent in view of the dangerous road situation being experienced.

That the owners of the overhanging roadside hedge to the north east of The Rectory be requested to cut the hedge back as a matter of urgency. The hedge is obstucting the sight line of vehicles using Rectory Lane and is blocking light from properties on Rectory Lane. It was also agreed that the matter be brought to the attention of the Highway Authority and that, should the owners fail to respond to the request the Highway Authority be asked to undertake the work itself.
