2442 Minutes
Minutes of the Parish Council meeting held 2nd November 06 were read and endorsed.
2443 Public Question Time
Mrs Shaw raised the issue of dog fouling; she had reported the problem to the dog warden. The Parish Council agreed to write to the dog warden for his assistance.

2447 Police Matters including Neighbourhood Watch Matters
The community beat officer reported four crimes committed in the last 30 days. Many incidents of youngsters causing problems had been reported with police attending, including a bin fire on the recreation ground and numerous incidents of vandalism to the bus shelter and other areas of the village. The police had increased their patrols and were following up suspects. A local resident had volunteered to undertake some repairs, the clerk to send a letter of thanks to this villager. It was agreed to send a letter to every household in the New Year with details of recent vandalism and how to report problems to the police. Consideration is being giving to the installation of a remote video camera to help protect the pavilion.
The police reported vehicle speed checks would be carried out again in the next few weeks.
A request had been sent to L.C.C. Highways Department for more speed signs on Rectory Lane, this had been refused verbally. Clerk to send copy of letter to P.C. Davis when received.
No update on the request for Village Watch Signs from Mr Parkinson had been received.

2450 Approval Of Budget And Financial Statements
1st April 06 to 18th November 06 budget & financial statements – approved.
The Parish Council agreed to a request from the clerk, to fund a computer desk.
2451 Accounts For Payment

2452 Ground Maintenance Contract
Quotations had been received for 2007/08 from three gardening companies. It was agreed to award the contract to Chilcote Garden Services, with a letter of thanks for their excellent work during 2006. Letters to be sent to the unsuccessful garden companies.
2453 Pavilion, Recreation Ground Refurbishment/Rebuild
An item from the Parish News Line was read out by the Chairman, requesting assistance for the planned Nat West Cricket Force week in 2007, when improvements are to be carried out on the pavilion and recreation ground by volunteers from Appleby Magna Cricket Club. It was agreed to make a donation of £50 towards the cost of paint.
Mr Hemmerdinger requested new nets for the basketball rings, it was agreed to put into next year’s budget.
2454 Overgrown Hedgerows / Footpaths Access
The clerk informed the meeting that no grant was available towards the cost of cutting recreation ground and allotment hedgerows. It was agreed to accept Mr White’s quotation for cutting the recreation ground hedge, roadside allotment hedge and brushing the road. Also it was agreed to accept Mr Denson’s quotation for trimming the internal allotment hedge. A letter to be sent to all adjacent properties about the forthcoming hedge cutting.
A letter had been received from a local resident about the hedge growth through the protective netting on the recreation ground. A letter to be sent by the clerk to resident informing about the forthcoming hedge trimming.
It was agreed to send a further request to property owner where hedge had overgrown over the Hall Yard footpath.
2455 Allotment Matters
The Chairman agreed to source saplings for allotment hedge where fence had been repaired.
A letter had been sent by the Parish Council’s solicitor to the owner of 24 Rectory Lane, requesting the boundary be restored to the correct position between their property and the allotments, as ownership of the land had been proved. The clerk to keep the Parish Council informed of developments.
It was agreed for the clerk to obtain advice from L.C.C. property department about the current charges for field rent, as the Parish Council currently rent a field to a farmer.
2456 Request for One Way System – Safer School Bus Route
The clerk informed the meeting that no reply had yet been received.
2457 Church Hall / Church Yard Regulations
Ken Colver produced the current regulations about placing wreaths and tributes in the cemetery. The Parish Council made no comment.
2458 NWLDC – Youth Opportunity Fund for Young People 13-19yrs
A letter had been received about funding available for young people between 13-19 years. It was agreed to pass the information to the Appleby Magna Cricket Club and the Church.
2459 Annual Safety Inspection Reminder – Wicksteed Leisure
It was agreed to instruct Wicksteed Leisure to carry out the annual safety inspection of the recreation ground.
2460 Request received from Countryside Alliance to Support Local Post Offices
It was agreed to place the support poster on the Parish Council notice board.
2461 Vehicular Access to Brewery Barn, Black Horse Hill
The clerk reported that Mr D. Taylor M.P. supported the Parish Council request to remove the condition from a previous planning permission, alteration to vehicular access, at the above address. N.W.L.D.C. was taking advice from the legal department. Clerk to send a copy of Mr Taylor’s letter of support to N.W.L.D.C.
2462 Letter received from Treasurer of St Michael & All Angels Church
A request towards the cost of maintaining the churchyard areas had been received from the above. It was agreed to contribute £550 and request petrol receipts are sent with any future requests, for accounting purposes.
