December 2013

Thursday 5th December 2013, 7.30 pm, Sir John Moore Foundation Community Building,
Appleby Magna

Present: -        Cllrs R Butler (Acting Chair), M Hemmerdinger, G Pott, Lindsay Swinfield Clerk, 10 members of the public.  Members of the Council voted Cllr Butler to be Acting Chairman in the absence of the Chair.

13155  Apologies – Cllrs P. Hemmerdinger, P. Smith & D. Wildgoose – all apologies accepted.

13157  Open forum for members of the public and press

Revd. Sue Brady, new Church leader introduced herself and was welcomed by the meeting.

Sonia Liff reported that Cllr Richard Blunt was not available to attend the PC meeting, but will attend the February meeting.
Cllr Butler read out the official statement from NWLDC stating that the Core Strategy had been withdrawn, and a new Core Strategy was being worked on, Cllrs are very concerned at the knock-on effect this is having on planned development within the village, and the additional costs to residents in the production of a revised/new Core Strategy.

Highways are carrying out investigations around Appleby village roads, and LCC has put forward a report on flood and sewage risk in the village.

A resident asked how to go about objecting to a planning application – this was discussed.

A resident reported that the Highways footpath from Measham Road, Appleby Magna to Measham village was very overgrown in places – the Clerk will report this.

A resident asked for details on non-attendance of Councillors at PC meetings – the Clerk outlined the official requirements ‘if a member fails to attend PC meetings throughout six consecutive months, he/she ceases automatically to be a member of the council, unless either he/she has a statutory excuse or failure is due to a reason approved by the council.’

A resident reported that the branches from a tree growing on land along Rectory Lane are dangerously close to BT cables – the Clerk reported this earlier in the year and will remind LCC to pursue this.

Cllr Butler will try to find out what is happening re the production of a village questionnaire on development within Appleby Magna.
A resident reported that dog owners are allowing their dogs to foul on his land – it was suggested that he speaks to NWLDC re signage.

13158  Minutes of the Parish Council meeting held on November 7th 2013 were endorsed and signed by the Chairman.

13161  Planning Consultations – all waiting for infrastructure and other reports to be analysed, a special planning meeting will be held on 16th January 2014 @ 7.30pm.

a.         13/00809/OUT, 26 Black Horse Hill, erection of two dwellings/outline – all matters reserved.

b.         13/00829/OUT, Land at Measham Road, erection of 8 dwellings with associated garaging and access road – outline planning.

c.         13/00799/FULM, land (Dormers Green) off Bowleys Lane, residential development of 26 dwellings including affordable housing, formation of sustainable urban drainage system and public open space and demolition and replacement of boundary treatment at corner of Bowleys Lane and Church Street.

d.         13/00797/FULM, land adjoining 33 Measham Road, erection of 73 residential units including affordable housing and provision of sustainable urban drainage and on and off site public open space.

e.         13/00697/FULM, land off Top Street, residential development for up to 32 dwellings (access included).

13162  Planning Decisions

a.         3 Top Street, demolition of outbuildings and front wall, erection of single storey side and two storey single storey rear extensions and detached double garage & erection of pair of semi-detached houses – granted.

13163  HS2 (High Speed Train) project – keep on agenda – Cllr Butler and the Clerk had attended the HS2 presentation held in Measham Leisure Centre – there were no new facts to report on.

13164  Appleby Magna Recreation Ground issues and concerns – nil to report – all agreed this item be removed from the agenda.

13165  Footpaths, Hedgerows, Street and Allotment Matters

a.         The ditch along Rectory Lane has been cleared.

13166  Sir John Moore Foundation update – nil to report

13167  Approval of Financial Statements & Payments
a.         The payment list and bank reconciliation were reviewed and approved, RESOLVED, unanimous   .
b.         The bacs payment list to be deferred to the February meeting for approval.
c.         Office running costs for 2014 to be deferred to the February meeting for approval.
