2678    Minutes

Minutes of the Parish Council meeting held 6th December 2007 were read and endorsed.

2684    Police / Neighbourhood Watch Matters

The P.C.S.O. reported a laptop computer had been stolen from a locked car in the village.  The ‘no cold call scheme’ area was expanding and the police would like to hold a cycle coding exercise during the school summer holidays.  The Chairman thanked the Police Community Support Officer for attending the meeting.

County Councillor Hyde informed the meeting about the police budget which he felt would maintain an efficient force to protect Leicestershire citizens with neighbourhood policing policy being a priority.

2687    Approval of Budget and Financial Statements

1st April 07 to 18th December 07 & 1st April 07 to 18th January 08 – Noted.

The Parish Council agreed to request a precept of £13,000 for the year 2008/09.

2688    Accounts for Payment

F.Quinzi – deposit for bus shelter repairs - £250

The clerk to inform Mr Quinzi the bus shelter side panel and seat were with councillors.

Karen Stirk – Clerk's Payment – 1st December to 31st December 07 - £297.96

2689    Allotment Matters

The Chairman read a letter from Mr Hill about the allotments being overrun with rabbits.  It was agreed the rabbits needed to be culled and Cllr. Hyde offered to contact a colleague who could reduce the rabbit population.  It was agreed to discuss tractor access to all allotments at the March meeting following a further site visit by Cllrs. Quimby and Colver.  Cllr. Jeffrey requested the clerk send a letter to plot 6 allotment holders informing where a shed could be erected.  Cllr. Jeffrey informed the meeting two people were now on the waiting list for an allotment, it was agreed to contact Mr Fowkes requesting two plots be taken back from the field, the clerk to inform Cllrs. Jeffrey, Quimby and Colver so the new plots could be marked out.

The Chairman read a letter from the Parish Council solicitors which stated they had sent a reminder to the owners of 24 Rectory Lane about the disputed boundary, prompting the owners to seek advice from their solicitors as the property was for sale.

The Chairman read a letter received from Crane and Walton Solicitors requesting more details about the allotment land, which was in the process of being registered.  The clerk was asked to contact the solicitors with the information.

2690    Footpaths & Hedgerows

The Parish Council had again requested that the owner of the overgrown hedgerow in Bowleys Lane cut it back by 16th February 2008.  The clerk was instructed to contact Leicestershire County Council Highways Department if the hedge had not been cut back by the stated date, due to the overgrown hedge being a hazard to passing traffic.

The Parish Council had contacted Leicestershire County Council footpaths officer about Rectory Lane footpath which could not be accessed due to the land owner installing a padlocked gate.  The problem had not been resolved so the clerk was requested to again contact the footpaths officer.

It was established an old style had been removed from the Black Horse Hill footpath, following a complaint from a resident.

2691    Recreation Ground Matters

The Chairman informed Appleby Magna Football Club representatives that football pitch fees had not been paid to the Sports and Recreation Club for three years.  It was agreed the problem was due to a change of personnel and lack of communication.  The Chairman agreed to inform the football club representatives about the next Sports and Recreation Club meeting so the discussion could continue.

The Chairman read a letter from Appleby Magna Cricket Club requesting a donation towards the cost of an artificial wicket.  It was agreed to contribute £100.

The Chairman read out a summary of Recreation Ground maintenance costs received from A.M.C.C.  It was agreed to pay £678.61 in April 2008.

It was agreed for the Chairman to order the chain link fencing and accessories at an approximate cost of £218 to repair the Recreation Ground fencing.  It was also agreed for the contractor Richard Denson to carry out the repairs.

It was agreed to again request the cricket club dispose of the old equipment from behind the pavilion before 1st March 2008 or the Parish Council would charge the cricket club for removing it.

2692    Leicestershire & Rutland Best Village Competition

It was agreed not to enter the above competition.

2693    N.W.L.D.C. Information received on the Positive Futures Scheme

The Chairman read the details of the above scheme, it was agreed to pass the information to Cllr. Morris who was already involved in setting up a new youth project.

2694    N.W.L.D.C. Dog Control Orders

The Vice Chairman informed the meeting about the new Dog Control Orders which were to take effect from 1st April.   It was agreed to put information about the new orders in the March Parish News Line.

2695    Sir John Moore Foundation Events Transport

Councillor Morris informed the meeting that detail of the events transport, sponsored by the Parish Council for the elderly and disabled villagers, was advertised in the new Sir John Moore Foundation events flyer.

2696    Black Horse Hill / Duck Lake – drainage / sewers recurring problem

The Chairman informed the meeting about the recurring problem of sewage flowing in Black Horse Hill.  The clerk was requested to write a strong letter to Severn Trent Water with copies to David Taylor M.P., County Councillor Hyde, Water Voice and N.W.L.D.C. Environment Directorate.

2697    Sir John Moore School Parking / Redhill Farm Entrance

The Chairman informed County Cllr. Hyde about the request for a short one-way traffic system on Top Street which had received a further negative response from L.C.C. Highways Department.  Cllr. Hyde offered to try and put the item on the next agenda of the Highways’ Forum.  The Chairman thanked Cllr. Hyde for his offer of assistance.

Cllr. Hyde agreed to keep the clerk informed of progress.

The clerk informed the meeting that Mr Pott’s request to have road markings reinstated around his drive entrance had been passed to Mr Jackson at L.C.C. Highways Department and it was hoped with the Parish Council’s support the request would be granted.

2698    Appleby Parva Street Lighting

The Chairman read an email received from Mr Preston (L.C.C. Highways) stating extra street lighting would be installed in Appleby Parva between the speed activated signs on the opposite side to the Appleby Inn, if Mr Preston received sufficient funds/ budget at the end of April 2008.

2699    North West Leicestershire Youth Council

Following an email received from the N.W.L. Youth Council it was agreed that Cllr. Morris send information about the new Youth Arts event, to be held on 18th February 2008.

2700    Ideas for Written Piece - Parish News Line

It was agreed to put in the March Parish News Line the following:-

Details of precept for 2008/09, details about the new dog control orders and reminder to dispose of take away food wrappers responsibly.
