Present: -       Cllrs P Hemmerdinger, M Hemmerdinger, P Smith, G Potts, R Butler,
Lindsay Swinfield, Clerk, Mr Ian Hamilton, Police x 2

Open forum for members of the public and press

Mr Ian Hamilton of Sansom Hamilton & Co, reported on his findings to date re the Stonepit Charity.  The land is unregistered and its charitable status is under investigation.  The actual area of land has not been confirmed, but may be 3 acres.  Mr Hamilton is waiting for NWLDC to respond to his questions.  There are several items that need clarification.  The Council thanked Mr Hamilton for his thorough investigation.  Mr Hamilton left the meeting.

1170    Declarations of Interest to Items on Agenda – Nil

1171    Declarations of Amendment to the Register of Interests – Nil

1172    Minutes of the Parish Council meeting held 12th May 2011 were endorsed and signed.  (Cllr Potts remarked that he would like to attend meetings of the Sports & Recreation Committee – Cllr P Hemmerdinger said he would ask the Committee and report back).

1173    Decisions Taken Under Delegated Powers –       

1174    Police / Neighbourhood Watch Matters
a.         Two crimes reported, both residential in the vicinity of Snarestone Road – one burglary and one theft of lead, under investigation.  Please ring 0116 2222222 or Crimestoppers 0800 555 111 to report suspicious behaviour or crimes.
Police left the meeting.

1175    Planning Consultations - Nil

1176    Planning Decision Notices
a.         26 Top Street, creation of French doors on the gable end and a new internal opening between kitchen and utility room (Listed Building and Conservation Areas) – Listed Building Consent granted.

1177    Chairman’s Report – nil

1178    Allotment Matters
a.         A new padlock has been fitted to the gate.  Cllr Smith is interested in setting up an allotment society and this was discussed.
b.         A letter from the AM Environment Group has been distributed to all allotment holders (along with details of the new lock and number).  Councillors reiterated that the content of the letter is not endorsed by the Parish Council, only distributed with its assistance.  The letter requests feedback re local distribution of excess allotment produce – but this requires more research re H&S, legalities, Defra feedback etc.  Cllr Smith offered to speak to a local allotment society to gain more knowledge of the subject.

1179    Footpaths, Hedgerows & Street Matters
a.         Tree works in the closed Churchyard have been approved.

1180    Recreation Ground & Street Furniture Matters
a.         Cllr P Hemmerdinger offered to seek two quotes for re-staining the bus shelter.
b.         Cllr Smith offered to collate information re the village seats and carry out a risk assessment.       

1181    Correspondence      
a.         A policy consultation from NALC called ‘Relaxation of planning rules for change of use from commercial to residential’ was reviewed.  In order to gauge the views of relevant stakeholders and those communities afflicted with very poor housing supply, Communities and Local Government has recently opened a public consultation on this matter.  www.communities.gov.uk/corporate/publications/consultations.  Responses to be emailed to the Clerk for submission by Monday 20th June 2011.

b.         Communities and Local Government – a news release on additional housing, new shops, new community or sports facilities was discussed.  To view ‘The Community Right to Build: An opportunity in the Making’ – www.communities.gov.uk/righttobuild

c.         Affordable Rural Housing training courses are being offered.  Noted.

d.         NALC document – ‘Councillors notification under the data protection Act 1998’ – the document was discussed – it is a legal requirement for Parish Councils to register if they process data using computers.

1182    Approval of Financial Statements & Payments
a.         The cheque list and bank reconciliation were reviewed and approved, Clerk to amend one description to ‘Internal Auditor’.
b.         Financial Regulations were reviewed and accepted.  RESOLVED.
c.         Asset Register was reviewed and accepted.  RESOLVED.
d.         Standing Orders were reviewed and accepted.  RESOLVED.
e.         Risk Assessment for the Parish was reviewed and accepted.  RESOLVED.

a.   Refer to start of meeting.

1184    Ideas for written piece – Parish News Line
a.         Police report.
b.         Request interest in starting an allotment society – contact Cllr Smith – 01530 272061.
c.         Thank you to all in the Parish for keeping their gardens so well, and making the village look so attractive.
