Thursday 5th June 2014, 7.30 pm, Sir John Moore Foundation Community Building,
Appleby Magna

Present: -        Cllrs P Hemmerdinger (Chair), R Butler, G Pott, P Smith, Lindsay Swinfield Clerk, 3 members of the public.

1475    Apologies – Cllrs M Hemmerdinger and P Smith – all apologies accepted.

1476    Declarations of Pecuniary Interest to Items on Agenda – Nil

1477    Open forum for members of the public and press

A member of the public asked if the Parish Council had received an update on the Bloor (Top Street) development – none received.

Mr Andy Carter and neighbour wish to purchase the plots of land that lie to the north of their respective properties, to acquire the land up to the established tree line at the top of the bank leading to Stoney Lane – they do not wish to purchase any of the land on the bank or any of the trees on the bank.  The land is owned by LCC Highways, so an extinguishment process would need to be followed.  Before incurring any costs the feelings of the Councillors would be useful. 

Councillors response: As this is not on the agenda, and as an application has not been received by the Parish Council, a loose opinion only may be given – at this point in time the Councillors cannot see any probable reasons for the residents not to go ahead in consultation with LCC.

1478    Minutes of the Parish Council meeting held on May 6th 2014 endorsed and signed by the Chairman.

1479    Decisions made under delegated powers – Cllr P Hemmerdinger – whilst carrying out a risk assessment of benches in the village, it was noted that a bench in the recreation ground had one rotted arm, this has been removed and a new arm fitted at an approximate cost of £100 – all approved.
           
1480    Police / Neighbourhood Watch Matters
One break in and one theft reported.

1481    Planning Consultations
a.         14/0292/FUL, Hall Farm 1 New Road, erection of agricultural building for use as midden cover – no comment.
b.         14/00438/FUL, Barns Heath Farm Snarestone Road, erection of replacement commercial building – no comment.
c.         14/00459/FUL, 31 Measham Road, erection of two storey side extension (amended scheme) – no comment.

1482    Planning Decisions
a.         20 Black Horse Hill, works to one Oak and one Maple trees – consent.
b.         30 Bowleys Lane, erection of detached garage with amended driveway – consent.

1483    HS2 (High Speed Train) project – keep on agenda, an update was given prior to the Parish Liaison meeting (attended by the Clerk) on 04/06/14 – no really useful information received from the HS2 update.

1484    Footpaths, Hedgerows, Street and Allotment Matters
a.         Two overgrown footpaths have been reported and Highways attended – Clerk to report overgrown hedges along the corner of Bowleys Lane – this is a danger to motorists.

b.         Allotment site – Cllr Smith reported that the allotment group had met and discussed the final prospectus/funding for the site, to enable improved access and accessibility for all.  Two new members have joined.

1485    Sir John Moore Foundation update – nil to report.

1486    Village Design Statement (keep on agenda, delayed due to withdrawal of NWLDC Core Strategy)

1487    Village Green update (nil to report at this meeting)

1488    Parish Council web site – Cllr Smith outlined the progress of the Parish Council web site and explained that he is investigating the issue of ‘cookies’.  Councillors unanimously agreed that Cllr Smith continue with the site, reporting back re any legal issues he feels may be a problem, and closing the site down if he feels it prudent to do so.  Council thanked Cllr Smith for all the work he has put into this.

1489    Correspondence - nil

1490    Approval of Financial Statements & Payments
a.         The payment list and bank reconciliation were reviewed and approved, RESOLVED, unanimous.

b.         The bacs payment list remains unchanged.

c.         The AMCC (Appleby Magna Cricket Club) invoice for maintenance of the recreation ground was discussed – the Parish Council has paid £700 towards last year’s maintenance, but wishes to obtain quotes for basic mowing of the whole ground approximately 8 times per annum.

d.         Section 106 – the Clerk had requested clarification on when/how S106 funding would be available to the Parish Council.  On the Measham Road site a play area should be provided so the S106 should say that the play area to be provided on site in accordance with the scheme submitted to the Council, with not more than 30 dwellings to be occupied before the play area is provided.  There should also be a clause relating to future management of the play area.  On the Top Street site NWLDC hasn’t agreed a trigger for payment of the contribution to the Parish towards open space/recreational facilities within the viallage – they may suggest payment of the contribution to the       Parish before occupation of the 10th dwelling, but this will have to be negotiated with the applicant.

1491    Ideas for Written Piece – Parish News Line
a.         Request residents keep hedges and trees trimmed back, especially those that run along footpaths or the highway.
