2908    Minutes

Minutes of the Parish Council meeting held 11th February 2009 were read and endorsed.

2909    Public Question Time – None.

2910    Declarations of Amendment to the Register of Interests - None.

2911    Declaration of Interest to Items on Agenda – None.

2912    Decisions Taken Under Delegated Powers – None.

2913    Visitor Presentation – None.

2914    Police / Neighbourhood Watch Matters

No police present.

2915    Planning Consultations

09/00188/FUL – Red Gables, Measham Road – prior notification of agricultural building – no objections

09/00145/FUL – 6 Mawbys Lane – erection of extensions & dormer window units to form a two storey dwelling (revised scheme) – no objections

2916    Planning Decision Notices – None.

2917    Approval Of Budget And Financial Statements

1st April 08 to 18th February 09 – Noted.

It was agreed to increase in the 2009/10 budget audit and allotment water costs.

It was agreed to chase the insurance company for the excess payment following the damaged bus shelter claim.

2918    Accounts For Payment

Karen Stirk – Clerk's Payment – 1st to 28th February 09 - £305.24          

Karen Stirk – Expenses for Jan 09 - £22.44

Victim Support Leicestershire & Rutland - £50 (agreed at February meeting)

Cheques agreed and signed.

2919    Allotment Matters

It was agreed the clerk obtains details from the Records Office to remove the minute books.  The clerk to contact Cllr. Morris to discuss her volunteers searching minute books for the field rent agreement.

The Chairman agreed to contact Mr Denson about the works to extend the water pipe and fit a tap to the stand pipe at the rear of the Old Hen House.

The requests for sheds and greenhouses received from three allotment holders were agreed. It was agreed to request all newly erected greenhouses be fitted with guttering and barrels to catch rain water.  The sheds and greenhouses were not to be any larger than those already erected and not to shade any neighbouring allotments.  Clerk to inform the allotment holders.

Following a request to plot holder 36 to move a wrongly placed fence, the clerk informed the meeting that no reply had been received and the fence had not been moved.  The clerk was requested to ring the allotment holder, with a firm letter giving 14 days, to follow up, if no action taken.

Following the addition of four more allotment plots, the Parish Councillors were pleased all had been taken.

2920    Footpaths & Hedgerows & Street Matters

It was agreed to discuss purchasing a copper beech tree at the August meeting to replace the Didcott Way tree.  The clerk was asked to write to N.W.L.D.C. for permission to plant trees (NWLDC free trees) on Rectory Lane/ Church Street junction, with Cllr. Colver to take photographs of the proposed site.

It was agreed to put a Parish Council notice board in the bus shelter.  Cllr. Colver agreed to source the notice board.

Following many requests to the tenant of the Bowleys Lane field to secure the boundaries to prevent further escaping beasts, it was agreed to leave the matter to the police.

The clerk was requested to chase North West Leicestershire District Council for the Top Street/Church Street footpath litter bins.  Cllr. Colver agreed to repaint the dog fouling stencils, with the clerk to try and obtain new stencils.

Following a letter sent to the Sir John Moore School about designing a poster competition, the clerk was requested to chase a response.

Following excavations near the Recreation Ground entrance, the clerk was requested to contact Balfour Beatty to replace a broken concrete panel and collect a discarded plastic drum.

It was agreed to see what action would be taken in Rectory Lane following a request to owners of the Old Rectory for their contractors to sweep the excessive mud from the road.  Also, to wait for a reply about the newly laid drainage pipes water dispersal.                                                      

2921    Recreation Ground Matters

Cllr. Colver agreed to secure the manhole cover on the Recreation Ground.

The clerk informed the meeting  a second quotation was required for the grant application to install land drains on the Recreation Ground.  It was agreed the clerk obtains a second quotation.

2922    Stream Pollution

It was agreed to keep the item on future agendas in case of further problems/developments.

2923    Problem Parking on Top Street / Church Street

A negative response had been received from Leicestershire County Council Highways following the Parish Council’s request for regulated markings on Top Street / Church Street junction.  The Parish Councillors were extremely disappointed since requests, over a 17 year period, for making the roads safer at this location had been rejected.  The clerk was requested to send a letter to L.C.C. Highways expressing the councillors’ disappointment.

2924    Village Spring Litter Pick

It was agreed to begin the litter pick at 10.30 a.m. Saturday 18th April with the clerk to book the starting venue.  The clerk was requested to copy Spring Litter Pick posters and to put an article in the Parish News Line.

2925    Closed Church Yard

It was confirmed the Parochial Church Council held public liability insurance for the closed church yard.    It was then agreed the recent accidental damage to the closed church yard wall should be dealt with by the P.C.C. and the insured driver.  The clerk was requested to inform the P.C.C., Vicar, Church Warden and driver.

Following no reply being received from a second query about grass cutting costs, the Parish Councillors asked the clerk to write a further letter to the Vicar, Church Warden and Treasurer.

2926    Funding for Rural Bus Shelters 2009/2010

It was agreed the above funding was not required.

2927    Update – 07/01132/FUL – property at rear of 23 Black Horse Hill

The clerk was asked to write to N.W.L.D.C. Planning Department to confirm correct procedures were carried out when a planning application had several objections.  It was believed an application with objections could be decided by a District Ward Councillor and not the Planning Committee.

2928    Ideas for Written Piece - Parish News Line

It was agreed to include the litter pick details, interest in allotments, unchanged precept, vandalism costs and the next meeting dates

2929    Urgent Items - None.
