Appleby Magna Parish Council Meeting – Minutes

1747            Minutes 

Minutes of meeting held 2nd October 2003 read and it was agreed that the decision to put urgent items on the agenda without three days notice was not correct and therefore Minute 1746 be deleted.

1748            Question Time

A member of the public complained about the problem of dog fouling – it was agreed that the Parish Newsline article should include a request that dog owners clean up and dispose of the mess properly. This problem was discussed more thoroughly in minute no. 1766.

A member of the public brought to the attention of Inspector Yallop the recent damage to the bus shelter, trees and the church's visitor book. The Inspector asked that all vandalism be reported, further advise was given by the Inspector in minute no. 1752.  It was agreed that the Parish Newsline article includes contact numbers for reporting incidents to the police.  Also, a letter of thanks be delivered by Ken Colver to Mr Toomey for supplying the materials to repair the bus shelter seat.

A member of the public brought to the attention of Inspector Yallop the problem of speeding cars passing the school in New Road especially during the morning rush hour.  Inspector Yallop agreed to pass this information to traffic management.

1752    Police Matters

Unfortunately Beat Officer P.C. Horsley is on long term sick leave.  Inspector Yallop reported that there had been no burglaries in the village during the last month but due to the reported vandalism would ask her officers to visit the village more frequently.  The Inspector wished to encourage members of the public to come forward with information.  Although there is a shortage of police officers at this time the Inspector will try to get an officer to attend the Parish Council meetings.

1753    Bank of Ireland

The representative from the Bank of Ireland sent his apologies but he will attend December's meeting to answer any questions about changing the Parish Councils' account.  Ken Colver has obtained banking details from the Post Office, the clerk to make further enquiries for December's meeting.

1754            Planning Applications

03/01651/FUL erection of single storey ext. to form conservatory – 12 Didcott Way – no objections.

03/01676/FUL demolition of existing single storey dwelling & erection of two storey dwelling – Nixon's Garage, New Road - no objections.

03/01753/LBC retention of external alterations to outbuildings – The Old Rectory - no objections but letter to be sent to NWLDC with copy of Parish Council's previous letter advising of works already being carried out.

03/01752/FUL retention works in relation to conversion of outbuildings to office accommodation –The Old Rectory - no objections but letter to be sent to NWLDC with copy of Parish Council's previous letter advising of works already being carried out.

1755            Planning Decision Notices

03/00846/VCI retention of hedgerow – 9 Didcott Way – hedge to remain 2.5m

(unless detailed scheme be submitted & approved)

03/01283/FUL erection of single storey front extension – 42 Church Street - granted           

1756             Approval Of Budget And Financial Statements

The budget and financial statements for 1st April to 22nd October were noted and accepted.  It was agreed that the December agenda include Developments in Village, if any finances should be available.

1757            Accounts For Payment

Karen Stirk – Clerk's Payment – 1st October to 31st October 2003 - £257.08

Karen Stirk – Expenses for September 2003 - £17.65

Mr J A Robinson, Chilcote Garden Services - £110.00

All cheques agreed and signed.

1758     Proposed Extinguishment of Highway Rights Land Adjacent to A444

Noted.

1759     Leicestershire, Leicester & Rutland Structure Plan 1996-2016

Noted

1760     Invitation from Coalville Police – P.R.I.D.E. 

Declined.

1761     Waymarking of Public Rights of Way

Noted.         

1762     Donation Request from 1st Measham Guides

It was agreed that a £50 donation be made as this guide group covered Appleby Magna.

1763    L.C.C. SHIRE Community Environmental Improvement Grants

Clerk to obtain an application pack and further information.         

1764    The Countryside Agency – Local Heritage Initiative – 100% Grants

Noted.

1765            Wicksteed Leisure – Details of Safety Inspection of Playground Equipment

The report was discussed and it was agreed that John Quimby and Ken Colver inspect the equipment before any work be carried out.

1766    Letter form N.W.L.D.C. –Problem of Dog Fouling

The above was noted. The Parish Council approved of a leaflet produced by a villager on the problem of dog fouling which will be delivered to all residents. The Parish Council will also put down more stencils to remind dog owners to clean up.  The Parish Council encourage members of the public to contact the dog warden at N.W.L.D.C. to report offenders.

1767     Invitation from The Appleby Group of Churches

Noted.

1768     Grounds Maintenance Contract 2004

It was agreed that the grounds maintenance contract 2004 be given to Chilcote Gardens Services for another year due to the high standard of work carried out in 2003.

          1769    Report on Mature Beech Tree – Old Graveyard

          Further to discussions with the Forestry Division of Leicestershire County Council, it has been agreed that the clerk applies for the necessary permission for the removal of mature beech tree in the closed graveyard.

1770   Estate Agents Boards

Christine James – Senior Planning Officer N.W.L.D.C. will attend December meeting to advise on planning enforcement generally.

1771            Overhanging / Overgrown Hedgerows Obstructing Footpaths

Due to no response from letters sent to owners of overgrown hedges, it was agreed that the clerk  contacts the Divisional Surveyor at Ashby de la Zouch.

          1772    BTCV  Possible Hedge Laying Projects

          It was agreed that an article be put in the Parish Newsline informing land owners that BTCV are looking for hedges that need relaying by hand.

1773     N.W.L.D.C. – Comprehensive Performance Assessment

Noted.

1774     Request by Allotment Holder to Site a Greenhouse

No objection s to the above request, clerk to send letter to allotment holder giving further information.

1775    Ideas for Written Piece for Parish News Line

It was agreed that the Parish Council include in the Parish Newsline the following:-

the problem of dog fouling in the village

details on how to report vandalism and other crimes to the police

information for land owners about BTCV hedge laying projects.

1776            Rubbish on Recreation Ground

(Taken as an urgent item due to health risk)

Letters to be sent to the Cricket and Football Clubs requesting that the rubbish be cleared and that in future rubbish collected from the pavilion be taken away by the clubs immediately and not left on the recreation ground.
