Thursday 3rd November 2011, 7.30pm, Sir John Moore Community Building Appleby Magna

Present: -       Cllrs P Hemmerdinger (Chairman), M Hemmerdinger, P Smith, G Potts,
Lindsay Swinfield Clerk, one member of the public.

Mr Williams expressed concern at the response received from LCC Highways to the following request for information ‘The owner of Appleby Pastures situated off Bowley’s Lane intends to run car boot sales.  The lane is very narrow and is a single track road.  The right of way to the field is owned by LCC – have they given permission for their land to be used as access for a potentially large amount of vehicles?’ … LCC response …  ‘RE:  Q4, APPLEBY MAGNA - HMS enquiry number 382677.  There isn't any action that LCC could or would take at this moment in time. The landowner has the right to invite people onto his land. He would be expected to keep the route of the path open and unrestricted, he would also be liable to make good any damage caused by such action. Mr A. Perry Public Right of Way Inspector Leicestershire County Council.’
Councillors recommended that Mr Williams correspond with LCC direct, copying MP Mr Andrew Brigden.
Mr Williams left the meeting.

11139  Declarations of Amendment to the Register of Interests – Nil.

11140  Minutes of the Parish Council meeting held 6th October 2011 were endorsed and signed.

11142  Police / Neighbourhood Watch Matters
a.         Please ring 0116 2222222 or Crimestoppers 0800 555 111 to report suspicious behaviour or crimes.

11143  Planning Consultations
a.           11/00803/FUL, Primrose Cottage, 26 Snarestone Road, two storey front and side extensions and single storey rear extension – revised application – no comment.
b.           11/00748/FUL, Farm, south of M42 Junction 11, service area, Atherstone Road, change of use of agricultural barn to commercial uses within B1, B2 and B8 use classes with associated parking/service area – no comment.
c.           11/00912/FUL, The Cottage, 7 Mawbys Lane, two store rear extension, single storey rear & side extensions, new bay windows to front & rear elevations and lean to roof extension to side/front elevation – no comment.

11144  Planning Decision Notices
a.         1 Meadowbrook Court, erection of side/rear conservatory, alterations to roof of existing conservatory & increase in height of side boundary wall – granted.
b.         37 New Road, Appleby Hall, conversion of outbuilding to dwelling – refused.
c.         81 Top Street, change of use of land from builders material storage to residential garden – granted.

11145  Chairman’s Report
a.         Cllr P Hemmerdinger led a conversation about ex Parish Councillor Mr Ken Colver who sadly passed away recently.  Ken was a Parish Councillor for many years and was a stalwart supporter and participator in all village and community events; Ken will be greatly missed. 

b.         Marstons Brewery has made a start on the refurbishment and repairs to the Black Horse Inn – the pub will carry on (business as usual) throughout the period of repairs.  Clerk to write to Marstons requesting a mail shot to all residents outlining their plans and showing support to local businesses.

c.         The Clerk had distributed copies of the 2012 Parish Council meeting dates.  Noted.

11146  Allotment Matters
a.         Cllr Smith reported that the inaugural meeting of the Allotment Society had been well attended and a letter had been sent to all allotment holders with a ballot form for election of chair etc – a 100% unanimous vote was received to move the allotment society forward.  The first Allotment Society proper meeting is to be held on 30/11/11.
         Cllr Potts proposed, seconded by Cllr M. Hemmerdinger, it was RESOLVED unanimous that a formal agreement between the Allotment Society and the Parish Council be signed and dated.  Cllr         P. Hemmerdinger proposed, seconded by Cllr Potts, it was RESOLVED unanimous that the Parish   Council donates the 2011 allotment rent to the Allotment Society as a start –up fund (£750.00).

11147  Footpaths, Hedgerows & Street Matters
a.         The Clerk has requested that Highways replaced the Black Horse Hill street sign.

11148  Recreation Ground & Street Furniture Matters   
a.         Cllrs Butler and P. Hemmerdinger are requesting notice board quotes and plan to visit a local notice board supplier – defer to December meeting.

11149  Correspondence      
a.         The Queen’s Diamond Jubilee Beacons (4th June 2012) – noted.
b.         NALC information on neighbourhood planning regulations and community infrastructure levy – copies had been distributed to Cllrs.  Noted.

11150  Approval of Financial Statements & Payments
a.         The cheque list and bank reconciliation were reviewed and approved.

b.         Section 137 request for £500 funding towards the 2012 Village Gala – Cllr Smith proposed, seconded by Cllr M. Hemmerdinger, it was RESOLVED unanimous to donate £500.00 towards the village gala for 2012.

c.         Citizens Advice Bureau request for donation towards running costs – proposed by Cllr P. Hemmerdinger, seconded by Cllr Smith, it was RESOLVED unanimous to donate £50.00 to CAB.

11151  Stone Pit Land Charity – ongoing item.

11152  Ideas for written piece – Parish News Line
a.         Inconsiderate parking within the village, new allotment society has been formed and allotment plots are available, update on the Black Horse Inn.
 
11153  Urgent Items
a.         The Clerk updated the meeting re speculation on the waste disposal site at Little Wigston – very little information could be found, and the feedback from the Parish Council and NWLDC was read out and lightly discussed, basically the PC and NWLDC agreed that the site was not suitable for continued waste disposal development.  The Parish Council will monitor this on an ongoing basis.
