2204 Minutes
Minutes of the Parish Council meeting held 1st September 2005 were read and endorsed.
2205 Public Question Time
Mr Saunders stated that villagers who may have difficulty climbing stairs could not attend the winter Parish Council meetings at Sir John Moore Heritage Centre. The Parish Council agreed to send a letter to the Heritage Centre requesting better access for less able visitors, possibly installing a stair lift.
Mr Saunders, speaking as a trustee for the almshouses asked for financial help to improve the grass in front of the almshouses in the Spring. The Parish Council agreed to include the request in next year’s budget. Mr Saunders also stated that stonework on the almshouses would be restored hopefully next year.
Mr Kirkland informed the Parish Council that dog fouling was a problem in the village and on the recreation ground. He also reported that the dog warden had been informed. It was agreed that an article be placed in the Parish News Line requesting irresponsible owners clean up after their dogs. Mr Kirkland complained about the increased number of rabbits and moles on the recreation ground. The Chairman agreed to investigate the problem.

2209 Police Matters
No officer attended. The Chairman informed the meeting that notices had been put up by the police around the Metro Hotel site and Appleby Inn, warning of potential thieves. The Vice Chairman had noted an increased level of police patrols in and around the village.

2215 Order of the British Empire Recommendation
It was agreed the recommendation should go ahead with the Parish Clerk contacting various residents for their assistance.
2216 Letter received from Appleby Magna Sports & Recreation Club
Mr Kirkland, representing Appleby Magna Cricket Club informed the Parish Council, that in the near future the cricket club would try to get into the Leicester League, but to meet their criteria the present pavilion facilities needed improving. The A.M.C.C. were renovating the existing showers and the Parish Council agreed to obtain quotations for the electrical work. It was agreed the pavilion was overdue for refurbishment or possible replacement. Therefore, the Parish Council agreed to arrange an informal meeting with District Council planners for their advice and to send a letter to A.M.C.C. stating in the short term, repairs to the showers would go ahead with the Parish Council looking into refurbishment or complete rebuild of the pavilion.
2217 Letter received from Community Heritage Initiative at L.C.C.
A request to give a presentation about the vacancy for a Heritage Warden had been received from Leicestershire County Council. It was agreed to invite their representative to the next Parish Council meeting and to inform villagers by placing an article in the Parish News Line.
2218 Request to Host a ‘Service Co-ordination Event’ received from Leicestershire Rural Partnership
It was agreed the clerk clarify the request, with a possibility of it taking place at the Annual Parish Meeting.
2219 Ideas for Written Piece - Parish News Line
The Parish Council agreed to put in the Parish News Line the following points: -
a) Request that irresponsible dog owners clean up after their pets as incidents of dog fouling increased in village and on the recreation ground.
b) Reminder to parents about children wearing bright or reflective clothing/bands to improve their safety whilst out during the dark evenings.
c) Inform residents about presentation on the Heritage Warden vacancy at next Parish Council meeting.
