Present: - Cllrs P Hemmerdinger (Chairman), J Quimby, M Hemmerdinger, E Jeffrey, K Colver,
D Morris.
Clerk Mrs Lindsay Swinfield, Mrs M Dunkelman (AM Environment Group), 3 members of the public.
Open forum for members of the public and press
Mrs Dunkelman and a representative from the AM Environment Group gave an update on the thermal imaging initiative and handed out a QA sheet. There is a need for the Parish Council to endorse the project, and to work in partnership with the group – all agreed this is the way forward. The group will complete the appropriate funding application and pass this to the Council for approval before the Clerk signs and returns said application. The thermal imaging initiative will cost approximately £4,250, 50% to be funded from an outside source and 50% by the AM Environment Group.

Minutes of the Parish Council meeting held 2nd September 2010 were endorsed and signed.

10130 Planning Consultations
a. 10/00863/FUL, 23 Didcott Way, removal of existing conservatory and erection of a two-storey rear extension – comment – ‘Parish Council is happy to accept the decision of the Planning Department of NWLDC.’
b. 10/00874/FUL, 2 Mawbys Lane, single storey rear extension and replacement of flat roof with a pitched roof on existing single storey rear projection – comment – ‘adhere to Conservation area rules.’
10131 Planning Decision Notices
a. 27 Church Street, removal of Pine tree (felling of unprotected tree) – granted.
b. 24 Snarestone Road, erection of two-storey extension and new front canopy – granted.
c. Jubilee Stables Snarestone Road, erection of open sided barn for storage of hay – granted.
10132 Chairman’s Report
a. Litter picker for the village – Bill Bryson’s ‘Stop the drop’ campaign – Clerk to add this to the Parish News Line requesting volunteer(s) to help keep the village spick and span.
10133 Allotment Matters
a. The annual discussion re allotment fee charges took place (Cllrs Colver and Jeffrey abstained) – Cllr Quimby proposed, seconded by Cllr M. Hemmerdinger - it was RESOLVED, unanimous to keep the allotment fee at the current rate. The Clerk and Cllr Jeffrey will organise a collection date for 2011.
10134 Footpaths, Hedgerows & Street Matters
a. Bowleys Lane/Church Street overgrown shrubs – the Clerk had received a response from Highways – a request had been put in to remove the overgrown shrubs and trees as a matter of H&S urgency. The reply stated that there had been issues with the new tenant, and also with Government budget cut-backs. The Cllrs are not happy with the response and the Clerk will request that the work is carried out asap, and charged back to the tenant.
b. The Old Rectory, Rectory Lane – the Clerk to ask Highways to contact the owners and request that the overgrowing shrubbery is cut back.
10135 Recreation Ground & Street Furniture Matters
a. The Biffaward part-funded drainage for the recreation field will be carried out by the end of November 2010.
b. The Clerk had requested x3 quotes for repair to the fire damaged bus shelter, but had only received one – Clerk to obtain one other quote and present to Council in November.
10136 Correspondence
a. NWLDC Housing development update – the housing development should be fully completed by end of November 2010, and an opening ceremony will be arranged. The land issue has been resolved.
10137 Approval of Financial Statements & Payments
a. The cheque list and bank reconciliation was reviewed and approved.
b. Section 137 grant applications x 2 for Sir John Moore Foundation – both applications were approved (unanimous) as they fulfil the criteria ‘for the benefit of the community’ – each application received £250.00.
c. Draft budget requirements for 2011 – the Clerk handed out the draft budget for the new financial year – all agreed that this item is to be resolved at the November 2010 meeting.
d. Appleby Magna Parish Asset Register – the Clerk has updated the register and will email to all Cllrs.
10138 Stone Pit Land Charity
a. This is an ongoing item until resolved – the new Solicitor is handling the case and promises to report back within 28 days.
10139 Ideas for written piece – Parish News Line
a. Clerk to include details of the request for a village litter picker, and to put estimated cost of vandalism to the Parish for this financial year to date.
10140 Urgent Items
a. The Clerk had distributed the Parish Council meeting dates for 2011/12 – all approved.
b. Due to ongoing internet problems, all agreed that the Clerk will set up a Parish Council email account on Hotmail.
