Minutes of a Meeting of Appleby Magna Parish Council held at the Church Hall on Thursday 6th September 2001

PRESENT  

Mr. K. J. Colver, Miss. S. T. Liff, Mr. J. Quimby (in the Chair) and Mr. H. D. Saunders. 

Apologies were received from Mr. J. Lewis and Mrs. D. Morris,.

1255. Minutes

The minutes of the meeting held on 2nd August 2001 were taken as read, confirmed and signed.

1256. Urgent Items

The Chairman agreed that the following matters be taken as urgent items on the agenda :-

a)      Invitation to attend a NWL Community Planning Area Workshops

b)      Invitation to attend an Action for Market Towns Seminar

c)      Invitation to attend SRB5 Action for Social Inclusion in Rural Areas Conference

d)      Invitation to attend the East Midlands Development Agency Annual Meeting 

e)      Straw bales in the brook to the rear of the Caravan Site.

1257. Question Time

a)      Residents of Hillside outlined their opposition to the amended outline planning application for the erection of a bungalow adjacent to 12 Hillside and asked for the Parish Councils support. 

b)      Mr. Price of The Elms Bowleys Lane and Mr. Williams of 41 Bowleys Lane requested that very careful consideration be taken of the consequences on nearby land before the flushing of the culvert between Bowleys Lane and the Recreation Ground takes place.  Concern was also expressed that the building of the Motel off Atherstone Road appeared to have exacerbated drainage problems on both Bowley’s Lane and Rectory Lane.  They were informed that these fears had been raised with the District Council prior to planning permission for the erection of the Motel being given and that the Parish Council had been informed that drainage of the site complied with the requirements of Severn Trent Water. The questioners were advised to keep a detailed record of drainage problems to assist with persuading the authorities to take action.

c)      A resident of Hillside referred to the inadequate lighting on Hillside and requested that the County Council be asked to provide an additional light.  He was informed that the County Council did not have any funds available for additional lighting.  It was agreed to request that the lights on hillside be checked to ensure that they were working to capacity.

d)      Mr. Day of Didcott Way expressed his concerns at the lack of maintenance of the play areas on Didcott Way and requested the Council to implement a regular mowing programme.  He thanked the Chairman for his work on maintaining the areas over the past months.

1258. Declarations of Pecuniary and Non-Pecuniary Interests  

Mr. Quimby declared a non pecuniary interest in the maintenance of play areas.

1259. Decisions taken under delegated powers

The Clerk, in consultation with the Chairman had: -

Commented on the following planning applications:-

Booked 2 places for the Coalfields and Rural Initiatives Fund Funding Advice Event to be held at Conkers Moira on Thursday 13th September from 7.00 p.m. to 9.00 p.m.

1260. Police Matters

In reply to a question on recorded accidents, P.C. Simon Ward informed the meeting that the Police did not have a record of all road accidents, particularly if they were of a minor incident.  He reported that this beat now had an additional officer, which allowed more flexibility of policing the area.  Thefts from cars in the vicinity of the school had recently been reported and due to the action of the public in noting the numbers of strange cars in the village the police were able to follow leads. Appleby residents had previously assisted the police by noting number plates and he urged those present to continue this action.  The Chairman referred to the recent spate of break-ins at the pavilion on the Recreation Ground.  P.C. Ward reported that the night patrol teams had been made aware of the situation..  Mr. Saunders asked if any site had been found in the village to park the mobile police station and was informed that an off road site was preferred and that the landlord of the Crown Inn was to be approached with a view to parking the van in the car park.

P.C. Ward reminded the meeting that he could always be contacted via his voice mailbox by dialling 0116 248 5675 and quoting 1372.  The Chairman thanked P.C. Ward for attending the meeting.

1261. Budget and Financial Statements

That the information contained in the budget and financial statements from 1st April 2001 to 22nd August 2001 be noted.

1262. Account for payment

Resolved that the following account be paid: -

1263. Planning Application

 That the District Council be informed that the Parish Council objects to amended planning application 0100797 for the erection of a single storey dwelling (outline – siting and means of access) land adjoining 12 Hillside on the grounds previously stated.

1264. Decision Notices

That it be noted that North West Leicestershire District Council has made the following decisions on planning applications:-

0100721 – Formation of vehicular access Jubilee Farm House Snarestone Road - Refuse

0100756 – Erection of single storey rear extension, 19 Didcott Way – Allowed

1265. Recreation Ground Drainage Culvert

That in response to the Divisional Surveyors observations that the flooding of Rectory Lane may be caused by inadequate outfall across Parish Council land, he be requested to attend a site visit with representatives of the Parish Council and adjoining landowners to explain the consequences of flushing the culvert.

1266. Maintenance of Parish Council owned play areas

Mr. Quimby declared a non pecuniary interest in this matter upon which he did not speak or vote.

Following heated representations from a member of the public regarding the maintenance of Parish Council owned play areas it was proposed that Mr. Farrugia be requested to leave the meeting.  The proposal was not seconded and fell.  It was agreed that provision be made in the 2002/2003 budget for this work and that tenders be prepared and awarded for 12 cuttings of all Parish Council owned play areas per year with strimming and tree maintenance as appropriate.

1267 Request for the Removal of a Tree on the Recreation Ground

Members were informed that the owner of 42 Church Street was still concerned that the roots of a sycamore tree on the Recreation Ground were growing in his garden and may eventually cause damage to underground services.  It was agreed that the tree be felled and 2 smaller trees be planted.

1268. Provision of a skatepark on the Recreation Ground

Members were informed of a request by a young resident of the village that a scatepark be erected on the Recreation Ground.  It was agreed that the request be considered by the Sport and Recreation Club.

1269. NWLDC Standards Committee

Members were informed that NWLDC has asked for views on it’s preferred option for Parish Council representation on the Standards Group to be the Chairman of the local branch of the Leicestershire and Rutland Association of Parish and Local Councils.  It was agreed that no there were no objections to the District Council’s preferred option.

1270.Police Seminar

No representative was appointed to attend the Police Seminar to be held at Narborough on 14th November 2001.

1271. Rural Community Council AGM

No representative was appointed to attend the Rural Community Council AGM to be held at Billesdon on19th September 2001. 

1272. NWL Council for Voluntary Service AGM

No representative was appointed to attend the NWL Council for Voluntary Service AGM to be held at Coalville on17th October 2001. 

1273. Urgent Items

The Chairman agreed to the consideration of the following urgent items of business for the reasons stated below.

1274. North West Leicestershire Community Planning Southern Area Meeting

Urgent to enable a reply to be forwarded before the next meeting of the Council.

That Miss. S. L. Liff be appointed to represent the Council at the North West Leicestershire Community Planning Southern Area Meeting to be held at Ibstock Community College on 1st October 2001.

1275. Action for Market Towns

Urgent to enable a reply to be forwarded before the next meeting of the Council.

No representative was appointed to attend the Action for Market Towns seminar to be held at Melton Mowbray on 8th October 2001.

1276. SRB5 Action for Social Inclusion in Rural Areas

Urgent to enable a reply to be forwarded before the next meeting of the Council.

No representative was appointed to attend the Action for Social Inclusion in Rural Areas to be held at Measham Leisure Centre on Monday 1st October.

1277. East Midlands Development Agency Annual Meeting 2001

Urgent to enable a reply to be forwarded before the next meeting of the Council.

No representative was appointed to attend the East Midlands Development Agency Annual Meeting 2001 to be held at Loughborough on 27th September 2001.

1278. Straw bales in the Brook

Urgent to ensure the bales are removed to prevent flooding of the area.

It was reported that straw bales had been deposited in the brook to the rear of the Caravan Site off Measham Road.  It was agreed that Mr. Garland, the owner of the field adjacent to the brook, be informed of the situation and asked to remove the bales.
