Minutes of Meeting held Thursday 3rd September 2009

Present: - Cllr. Quimby – Chair, Cllr. P Hemmerdinger & Cllr. M. Hemmerdinger

2996 Minutes
Minutes of the Parish Council meeting held 6th August 2009 were read and endorsed.

2997 Public Question Time
Mr Bee questioned the Parish Council about its reasons for opposing the proposed closure of Moira Fire Station. The Parish Council was opposing the closure for many reasons including the faster response time from Moira Station. The Chairman invited Mr Bee to the public meeting on 8th September to discuss the proposal.

Mr Saunders reported the poor state of the Top Street bench. The Parish Council agreed it needed to be replaced with a new substantial wooden bench and it would be included in the 2010/2011 budget.

2998 Declarations of Amendment to the Register of Interests - None.

2999 Declaration of Interest to Items on Agenda – None.

3000 Decisions Taken Under Delegated Powers – None.

3001 Police / Neighbourhood Watch Matters
P.C. Davis apologised for the lack of police presence at recent meetings. He informed the meeting there had been no recorded crimes in Appleby Magna in the last thirty days. Cllr. Hemmerdinger requested the ‘no cold call zone’ scheme be extended to the whole of the village and Appleby Parva. P.C. Davis agreed to the request. P.C. Davis asked where speeding occurred in and around the village for a future speed check. It was agreed Rectory Lane and Mawbys Lane suffered from speeding motorists especially at commuting times.

3002 Planning Consultations – None.

3003 Planning Decision Notices
09/00565/FUL – The Mill House, 122 Snarestone Road – two storey side & rear ext. – granted
09/00548/FUL – 8 Rectory Lane – erection of 2 dwelling houses – granted
09/00736/TCA – 7 Mawbys Lane – removal of 1 sycamore tree – granted
09/00609/FUL – 7 Black Horse Hill – removal of existing garage & erection of a single storey side ext. replace windows & doors with UPVC & partial rendering – granted
Noted.

3004 Approval Of Budget And Financial Statements
1st April 09 to 18th August 09 - Noted.
It was agreed to transfer £2,000 from the current account to the National Savings account.

3005 Accounts For Payment
Karen Stirk – Clerk's Payment – 1st to 31st August 09 - £305.24
Karen Stirk – Expenses for July 09 - £46.09 (incl. cost of flyers)
Information Byway – Room Hire - £22.50
Appleby Magna Parish Council – Transfer to National Savings Account - £2,000
Happy Hedgehogs Pre School – Donation - £100
All cheques agreed and signed.

3006 Allotment Matters
The Chairman agreed to repair the water pipe extension leak with Cllr. Colver. The clerk informed the meeting Red Banks could not supply hardcore to improve the allotment entrance. The Chairman and Mr Pott agreed to get contact details to the clerk, in order to obtain a quotation for the required hardcore.

3007 Footpaths & Hedgerows & Street Matters
It was noted the outstanding jobs around the village were the Moat House footpath kissing gates, Didcott Way fencing and the bus shelter parish notice board. The clerk informed the meeting no more complaints had been received about access to the public footpath at 8 Rectory Lane. The clerk was asked to write to those responsible for overgrown hedgerows in and around the village, also to contact Leicestershire County Council about the overgrown vegetation on Dingles Lane, Appleby Parva and Hall Yards public footpath.

3008 Recreation Ground Matters
The clerk informed the meeting an Awards For All grant was being sought for the new land drains and a Shires grant application was being completed for 50% of the cost of the toddler swing and metal bench.

3009 New Parish Clerk
It was hoped the new clerk would be able to attend the October meeting before taking up the post on 1st November.

3010 Minorca Opencast Mine
The Chairman read a reply from L.C.C. stating it had noted the request for a 500m buffer zone around the proposed opencast mine and it believed any potential health risks had been addressed in an the Environmental Statement submitted.

3011 N.W. Leicestershire Citizens Advice – Donation Request
It was agreed to donate £50.

3012 L.C.C. Compost for Your Community
It was agreed to pass the information to Cllr. Colver although it was believed the scheme was not suitable for the allotment.

3013 Moira Fire Station
It was hoped for a big turn out for the public meeting on 8th September, to discuss the proposed closure of Moira Fire Station.

3014 Parish News Line
It was agreed to include in the October Parish News Line the following: - request to cut back hedgerows, proposed Recreation Ground toddler swing / new bench and current vandalism costs.

3015 Urgent Items
Following a request from Happy Hedgehogs Pre School group for a donation towards the cost of a new toy shed, it was agreed to donate £100.
