1662            Minutes 

Minutes of meeting held 5th June 2003 read and endorsed.

1667    Police Matters - Presentation by P.C. 4041 Claire Horsley

16th July 2003 at The Appleby Inn Hotel a vehicle was broken into and another vehicle had an attempted break in.

17th July 2003 at The Black Horse Inn entry was made via an insecure door and money was taken.

The police have two suspects for the attempted burglary at Sir John Moore School.

no objections.

03/01129/FUL refurbish dwelling & conversion of barn - 23 Black Horse Hill –

no objections.

03/01127/FUL erection of two storey extension – The Old Bakery – no objections.

03/01146/LBC lightening protection system – Sir John Moore C of E School –

no objections.

03/01167/FUL erection of rear conservatory – 30 Didcott Way – no objections.

03/01180/LBC erection of replacement porch ext. to rear elevation – Appleby House – no objections.

03/00700/FUL  erect pole & cctv camera – Fina Petrol Station – granted.

03/00711/TCA felling tree & thinning / pruning trees – The Cottage, 7 Mawbys Lane – granted.

03/00671/LBC  alterations to outbuildings & removing existing gates – The Old Rectory – granted.

03/00852/FUL  erect single storey front extension – 3 Bowleys Lane – granted.

1670             Approval Of Budget And Financial Statements

The budget and financial statements were approved for the period 1st April to

22nd June 2003.  Apologies were given by clerk that the budget and financial statements for the period 1st April to 22nd July 2003 were not completed due to not receiving July bank statement, to be approved at next meeting.

1671            Accounts For Payment

Leicestershire County Council  (street lighting recharge) £26.19

Leicestershire & Rutland Assoc. of Parish & Local Councils (repayment of postage for 6 copies Good Councillor Guides) £4.27

Mr R Pott (work carried out making good allotment tracks) £300.00

Karen Stirk – Clerk's Payment - 1st June 2003 to 31st July 2003  £514.16

Karen Stirk – Expenses for May 2003 & June 2003 £53.10

1672    Bank Mandate

Bank mandate was signed by all councillors and identification of signatories to be collected by John Quimby.  Bank statement change of address form was signed by chairman and vice chairman, to be forwarded to bank with request for 22nd July 2003 statement.

1673    Annual Return for year ended 31st March 2003

Statement of Accounts & Statement of Assurance were approved and duly signed, to be forwarded to Hacker Young Chartered Accountants.           

1674    The Standards Board for England

Code of conduct video was taken by Paul and Marion Hemmerdinger, to be passed to all other councillors.

1675    Noise Nuisance Caused by Motorcycles on Private Land Posters

None required.

1676    Civic Service – 21st September at St. Lawrence Church, Measham

Invitation declined.

1677     Proposed Extinguishment of Highway Rights Land adj. to A444

Notice read with no objections.

1678     DEFRA – The Quality Parish Council Scheme

The councillors agreed that this scheme would have no benefit for the parish.

1679     N.W.L.D.C. - Around the District Website

The details of Appleby Magna Parish Council were amended for the above website.

1680    Parish News Line 

It was agreed that news of the annual return, allotment track, Snarestone Road 30mph extension and date of next Parish Council meeting be included in the September issue of the Parish News Line.

1681     Section 137 Expenditure

The formula sum is now £5 per local government elector.

1682    Notice of Traffic Regulation Order

The notice of traffic regulation order for the extension of the 30mph speed limit on Snarestone Road, Appleby Magna was noted.

1683    The Royal Leicestershire Regiment Museum Appeal

Request for a donation for the above was read and rejected.

1684     Countryside & Rights of Way Act 2000         

It is believed that Appleby Magna has no common land, but further enquires are to be made. This item to be on the Appleby Magna Parish Council September agenda.

1685       Invitation from NWLDC – Consultation Meeting for District Play   Strategy

Elsie Jeffrey and John Quimby are to attend the meeting on 2nd September 2003. Parish Clerk to pass on further details when available.

1686     Questionnaire from Leicestershire County Council 

The questionnaire on Highway Network Management is to be completed by Ken Colver.

1687    Leics. Municipal Waste Management Strategy Summary

The summary was noted and copies were given to all councillors.

1688    Urgent Items

Parish Clerk to arrange a meeting with Severn Trent Water as requested so that they may trace the meter at the Rectory Lane allotments.

John Quimby received  enquiry from  an Appleby Magna resident with regard to ownership of a footpath.  Clerk to make enquiries on behalf of the Parish Council.
