Present: - Cllrs P Hemmerdinger (Chairman), K Colver, J Quimby, M Hemmerdinger, E Jeffrey, Clerk Mrs Lindsay Swinfield, Police x 1, Members of the public x 3.
Open forum for members of the public and press
Mrs M Dunkelman (representing AM Environment group) informed the meeting that the funding application has been forwarded. The village questionnaires have been delivered and returned – approximately one third responded and a meeting has been arranged in the Church Hall for 7.30pm on 18th November 2010 to discuss the results – all welcome to attend.

Minutes of the Parish Council meeting held 7th October 2010 were endorsed and signed.

10146 Police / Neighbourhood Watch Matters
a. Please ring 0116 2222222 or Crimestoppers 0800 555 111 to report suspicious behaviour or crimes.
The Police reported that there have been two burglaries in Appleby, one at the Butchers shop at Jubilee Farm Industrial Units in which a substantial quantity of meat was taken. The second a break in to a house on Botts Lane when a large and small television were taken. Several alarms went off on the Industrial Estate, but no crimes were committed.
10147 Planning Consultations
a. 10/00863, 23 Didcott Way, removal of existing conservatory and erection of a two storey rear extension – invitation to attend NWLDC planning committee meeting and comment. Noted.
b. 10/00958/FUL, 19 Church Street, single storey rear extension, alterations to and conversion of attached garage to habitable accommodation as well as a loft conversion & insertion of roof lights. No comment.
c. 10/01003/TCA, 29 Mawbys Lane, various works to 11 trees (works to unprotected trees located within Conservation area). No comment.
10148 Planning Decision Notices
a. 1 Blackhorse Hill, demolition of existing rear conservatory and single storey pantry and erection of a first floor front/side extension and rebuilding of bowed western side elevation wall. Granted.

10150 Allotment Matters
a. The 2011 allotment rent collection date has been agreed – Saturday 8th January 2011, 10am to 12 noon @ 31 St Michaels Drive Appleby Magna, letters will be sent to all allotment holders on 1st December 2010.
10151 Footpaths, Hedgerows & Street Matters
a. Cllr Colver reported that several ‘dog waste’ signs needed to be replaced around the village, and that he would sort this out.
b. Overgrown hedgerows – the Clerk to request a site visit with Highways and two of the Councillors to ascertain exactly what needs to be done to sort this ongoing problem out.
10152 Recreation Ground & Street Furniture Matters
a. The Biffaward part-funded drainage for the recreation field has been carried out to a very high standard. Biffaward very kindly contributed £2,000 (the majority of the cost) towards the work.
b. The Clerk had requested a further quote to repair the Mawbys Lane bus shelter, and this was accepted by the Parish Council for an approximate sum of £830.00 – all agreed.
10153 Correspondence
a. Appleby Magna FC had written to the Parish Council asking if/when the annual donation would be paid – the Clerk will email a Section 137 form for the club to complete and return. The club had also queried the possibility of assistance with line marking equipment, but this item was not required for discussion. Mr Mark Smalley (representative of AM FC) passed planning documentation appertaining to the pavilion to the Councillors. The temporary planning authorisation runs out in December 2010, therefore a new planning application needs to be completed – the Clerk will liaise with the Chairman to resolve this matter; Mr Smalley kindly offered to pass further information to the Chairman.
While the recreation ground was being discussed, all agreed that the clubs that use the ground should continue to collect litter and keep the area clean.
b. LCC Web site production offer – Leicestershire County Council’s parish web site department offered to take over the design and implementation of the Appleby Magna site – this was discussed and it was agreed to leave the site in the capable hands of the current site managers.
c. A letter had been received from Crane & Walton Solicitors, requesting approval of the revised plan for the boundary at Rectory Lane – the Chairman signed the agreement following a brief discussion and full approval of the Council.
10154 Approval of Financial Statements & Payments
a. The cheque list and bank reconciliation was reviewed and approved.
b. The draft budget for 2011 was reviewed and it was agreed that part of the contingency budget be used to replace the wooden railings along Didcott Way. Cllr Jeffrey proposed, seconded by Cllr Quimby it was RESOLVED, unanimous, to accept the 2011 budget.
c. The proposed 2011 Precept of £13,500 (to remain the same as 2010) was accepted, it was proposed by Cllr Jeffrey, seconded by Cllr Quimby, RESOLVED, unanimous.
10155 Stone Pit Land Charity
a. This is an ongoing item until resolved – the new Solicitor is handling the case.
10156 Ideas for written piece – Parish News Line
a. There have been two burglaries in Appleby, one at the Butchers shop at Jubilee Farm Industrial Units on night/morning Tues/ Wed 2/3 Nov in which a substantial quantity of meat was taken. The second a break in to a house on Botts Lane on the evening of Sat the 6th Nov when a large and small television were taken. Vehicles were used in both unconnected incidents. Please be vigilant and report any suspicious behaviour to the Police using the 0116 2222222 number or contact Crimestoppers on 0800 555 111.

The recreation ground drainage works have been carried out, thanks to Biffaward funding of £2,000 – the work has been completed to a high standard and the recreation ground should be more user friendly and sustainable.
