Minutes of meeting held 5th February 2004 read and endorsed.

No questions.

1847            Declarations Of Amendment To The Register Of Interests

Letter read from NWLDC concerning register of interests, councillors to declare if Freemason or Member of Political Party Council Associations – none declared.

1848            Declaration Of Interest To Items On Agenda

None.

1849            Decisions Taken Under Delegated Powers

None.           

1850            Cricket Balls Travelling Beyond Recreation Ground Boundary

This item was brought forward on agenda as several interested parties attended.  It was agreed that the resident affected contribute £500, Appleby Magna Cricket Club contribute £500 with the Parish Council contributing £500 if funds cannot be obtained elsewhere, to construct a safety structure.  A.M.C.C. to raise funds from other sources  including Coalfields Rural Initiatives Fund.  Clerk to obtain planning permission, if required.  Item to be discussed further on April agenda.

03/01753/LBC & 03/01752/FUL retention of external alterations to outbuildings & retention works to convert outbuildings to office accommodation – The Old Rectory, 55 Rectory Lane – Appeal to Secretary of State.  NWLDC request any further comments – none.

1853            Planning Decision Notices

03/01987/LBC replacement single glazed window units – The Old Rectory, 55 Rectory Lane – granted

03/01028/LBC retention of access ramp subject to modifications – Sir John Moore School, Top Street - granted

1854             Approval Of Budget And Financial Statements

The budget and financial statements from 1st April 2003 to 22nd February 2004 were noted and accepted.   

1855            Accounts For Payment

Karen Stirk – Clerk's Payment – 1st February to 29th February 2004 - £257.08

Karen Stirk – Expenses for January 2004 - £17.30

Trustees of Sir John Moore School Foundation – printing cost of dog fouling leaflets - £40

Macmillan Cancer Relief – donation - £25

Leicestershire & Rutland Association of Parish & Local Councils – Karen's ½ day training course - £15

North West Leicestershire District Council – May 2003 Parish Election Costs - £199.77

ESPO – stationery - £56.06

All cheques agreed and signed.

1856    Letter received from Appleby Magna Cricket Club

Request for maintenance of Recreation Ground year 2003 - £618.33 – agreed & cheque signed for the full amount.  Letter to be sent to AMCC to request breakdown of costs for future years.

1857            Revised Budget for 2004/5

Noted.

1858            Campaign to Protect Rural England

Request for renewal of membership - £25 – agreed and cheque signed. 

1859            Developments in the Village

Residents request for pre-school play equipment on recreation ground. It was agreed to invite resident to April meeting to discuss further.  Clerk to investigate grant funding.

1860            Winged Fellowship Trust (London)

Donation request – it was agreed that clerk inform Winged Fellowship that the Parish Council support their Skylarks Centre, near Nottingham.

1861            Nuisance of Bonfires

Complaint by resident who has produced a leaflet – it was agreed to invite resident to April meeting to discuss further.  Clerk to contact Environmental Health for advise on the legal position.

1862    Calor Village of the Year

Invitation from Rural Community Council to enter – it was agreed not to enter this year.

1863            Midlands Rural Housing & Village Development Association Limited

Request to discuss affordable local housing needs – it was agreed to invite their representative to a future meeting.

1864            Invitation to N.W. Leics. Partnership in Safer Communities

Monday 8th March 11am-7pm The Royal Hotel, Ashby de la Zouch – noted.

1865            Leicestershire County Council

Offer of funding for rural bus shelters –it was agreed to inform L.C.C. that offer received too late for this financial year as budget already set.

1866    Works to Mature Beech Tree & Lime Tree in Churchyard

Update of quotes & letter received from Parochial Church Council – noted.  It was agreed to contact Midland Tree Surgeons to carry out works.  Clerk to make further search for a tree sculptor.

1867            NWLDC Parish & Town Council Charter 2004/07

Noted.

1868            NWLDC Renewal of Public Entertainment Licences

Observations requested on Exchange Metro Hotel Junction 11/M42 – it was agreed no comments to the renewal.

1869            Leicestershire Rural Partnership

Community Consultation Seminar – clerk to request information on sources of grants available.

1870    Parish News Line

It was agreed to include in the Parish News Line

a) inform allotment holders where & when to pay rents & available allotments

b) details of recent visit by mobile CCTV to village

c) amount of precept & cost to each household

d) inform villagers of watercourse maintenance by NWLDC

e) details of forthcoming meetings

1871            Planning Application

(taken as urgent due to response time)

04/00326/FUL demolition of garage & conservatory & erection of two storey rear extension – Chapel Cottage, 12 Rectory Lane – no objections.                                   

1872            Planning Application

(taken as urgent due to response time)

04/00347/FUL erection of detached garage block – 37A Church Street – councillors to have a more detailed inspection – decision deferred.

1873            Watercourse Maintenance Works to Appleby Magna Brook

(taken as urgent to inform councillors)

Noted & item to be put in Parish News Line to inform villagers.  Clerk to contact NWLDC to request that care be taken when clearing brook, so that any garden retaining walls are not undermined.
