2419 Minutes
Minutes of the Parish Council meeting held 5th October 06 were read and endorsed.
2420 Public Question Time
Mr Dunkelman confirmed with Highways, Leicestershire County Council, the overgrown hedgerow in Mawbys Lane was owned by L.C.C. The clerk informed the meeting that L.C.C. proposed to clear the hedge and brambles from the verge area and return to a bank of grass, leaving the trees in situ. The Parish Council supported the proposal. The clerk to request L.C.C. details of work and prior notice.

Letter sent to Highways L.C.C. welcoming 20mph signs around Sir John Moore School
Letter sent to AAP Consulting welcoming change of proposed site to Twycross Radio Station for 3G base station
2424 Police Matters including Neighbourhood Watch Matters
P.C. Davis reported three crimes had been committed in the last 30 days. Speeding checks had been carried out on Rectory Lane with some success, it was hoped the mobile safety camera team could be used to continue to monitor the situation. P.C. Davis also asked the Parish Council request more 30 mph signs for Rectory Lane from Highways, L.C.C.
He was aware of the problem of youngsters drinking alcohol in the village bus shelter and was monitoring the situation. He also reported a new Community Beat Officer was joining
Beat 32. The Chairman thanked P.C. Davis for his continued hard work and support for the village.

06/01645/FUL – 1 Bowleys Lane – erection of single storey extension to side & detached garage to front to replace existing – no objections, but letter to request materials in keeping with existing and within Village Design Statement.

2427 Approval Of Budget And Financial Statements
1st April 06 to 18th October 06 budget & financial statements – approved.
The Parish Council agreed to transfer £4000 to the P.O. account, to get a better interest rate.

2429 Pavilion, Recreation Ground Refurbishment/Rebuild
The Chairman had no news to report about the pavilion refurbishment/rebuild.
Mr Quimby informed the meeting he had acquired a new gate closure for the children’s play area on the Recreation Ground at no cost to the Parish Council.
2430 Overgrown Hedgerows / Footpaths Access
A quote for hedge cutting near the pavilion had been received from A.M.Cricket Club, it was agreed other quotes should be obtained with the item being discussed at the next meeting.
It was agreed to check the Hall Yard footpath hedgerow had been cut back, with an update at the next meeting.
The clerk was asked to contact L.C.C. to investigate if a grant could be obtained towards the cost of cutting and laying hedges around the allotment / recreation ground following a request from resident to cut back allotment hedgerow.
The problem of refuse bins blocking a public footpath had been resolved.
2431 Allotment Matters
Mr Colver requested the allotment field rent be reviewed at the next meeting.
The Chairman informed the meeting the damaged allotment fence had been repaired and blackthorn saplings would be planted when available.
A letter had been received from solicitors, acting for the Parish Council, requesting deeds for the allotment showing the correct boundary between 24 Rectory Lane and the allotments. It was agreed the deeds showed the allotment boundary had been encroached by 24 Rectory Lane and the clerk was requested to show the document to the solicitor.
The clerk informed the meeting allotment plot 4 was now shared between two gardeners, and no response had been received from allotment holders about forming a gardening club.
2432 State of Bus Shelter
The Chairman reported the bus shelter would be painted with preservative when time allowed.
2433 Ground Maintenance Contract
It was agreed to discuss quotations for the above at the December meeting.
2434 Churchyard Wall Repair
The churchyard wall had been repaired by a local builder and it was agreed the work was well done.
2435 Local Works – Campaign for the Sustainable Communities Bill
A request had been received from the above for further support, it was agreed to write to David Taylor M.P. requesting his support for the Sustainable Communities Bill.
2436 Rectory Lane Lay-by
It was reported work that should have been carried out on Rectory Lane lay-by, had been done at different location on Rectory Lane. The clerk was asked to contact the Highways Department to clarify the situation.
2437 Vehicular Access to Brewery Barn, Black Horse Hill
A reply received from Leicestershire County Council stated the planned vehicular access to the above property would have to be carried out. The Parish Council believed the work was not necessary and not appropriate in the conservation area. Therefore, the clerk was asked to request a site meeting with N.W.L.D.C., L.C.C.Highways Department and village conservationists to resolve the issue.
2438 Parish Council Website
A letter had been received from Leicestershire Rural Partnership promoting Parish Council websites. It was agreed the Parish Council was pleased and proud to be part of the village website and would not be changing. Clerk to inform Leicestershire Rural Partnership.
2439 School Bus Routes / Proposed One Way System
No reply had been received from L.C.C. about the proposed one way safety scheme. Clerk to chase L.C.C. Highways Department for their views.
2440 Ideas for Written Piece - Parish News Line
The Parish Council agreed to put in the Parish News Line the following points: -
a) Parish Council meetings dates
b) Details of local police website
c) Details about collection of allotment holders’ rent
d) CPRE award for Sir John Moore School site

Mr Colver voiced concerns about the future of the church hall and the strict churchyard regulations. It was agreed to discuss both items at the next meeting.
Following a complaint about the allotment water supply not being switched on until Easter 2007, due to costs of possible bursts and leakage, it was agreed to switch on the water supply for any individuals who wished to fill water butts.
