Appleby Magna Parish Council Meeting – Minutes

1720            Minutes 

Minutes of meeting held 4th September 2003 read and endorsed.

1721            Question Time

Ken Colver on behalf of a concerned resident raised the issue of dog fouling in the village.  The resident wished to produce and distribute posters and leaflets to raise awareness.  The idea has the council's approval subject to seeing the campaign material. 

Joe Butler (Church Warden) wished to discuss a report on the condition of  a mature beech in the old churchyard.  Clerk to seek advise from N.W.L.D.C. & L.C.C.

Request from Ken Colver for letter to Sir John Moore School governors confirming that Sonia Liff is nominated representative of the Parish Council also letter of thanks to Sonia Liff  from the Parish Council.

1724            Decisions Taken Under Delegated Powers

None.           

1725    Police Matters

Serious vandalism reported by councillors – bus shelter seat set alight, polycarbonate side damaged & recreation ground palings damaged.  Whilst councillors were inspecting the damage and assessing repair work, police car passed by but councillors unable to attract their attention. Clerk to invite police representative to next Parish Council meeting.   Report received from Inspector Yallop stated that house burglaries had been reduced drastically following a police campaign to target the problem. 

1726            Planning Applications

03/01573/TPO works to one beech tree – 32 Mawbys Lane – no objection.

1727            Planning Decision Notices

03/01129/FUL refurbishment of existing dwelling & conversion of barn to dwelling – 23 Black Horse Hill – granted

APP/G2435/A/02/1105423 Redhill Farm – change of use of lakes for fishing & use of existing building for retail use - granted

APP/G2435/A/02/1105425 Redhill Farm – change of use of buildings to workshops & storage – granted

00/00195/FUL Appleby Inn Hotel – erection of extension to provide 10 bedrooms, toilets, bar, lounge, kitchen & restaurant extensions & verandah – granted

03/01180/LBC Appleby House, Atherstone Road – erection of replacement porch ext. to rear elevation - granted  

1728             Approval Of Budget And Financial Statements

The budget and financial statements for 1st April to 22nd September were noted and accepted.

1729            Accounts For Payment

Karen Stirk – Clerk's Payment – 1st September to 30th September 2003 - £257.08

Karen Stirk – Expenses for August 2003 - £19.47

Mr J A Robinson, Chilcote Garden Services - £55.00

ESPO (stationery order) – £34.24

1730    Wicksteed Leisure – Annual Inspection for Recreation Ground

Annual inspection booked for end October – beginning November 2003.

Risk assessment not due until November 2004

1731    Estate Agents Boards

Invite to next meeting the planning officer from N.W.L.D.C. to clarify legal positioning of estate agents' boards and hoardings.

1732            Overhanging / Overgrown Hedgerows Obstructing Footpaths

Awaiting responses from various letters, to be discussed further at November meeting.

1733    L.C.C. SHIRE Community Environmental Improvement Grants

Details to be passed to Deanna Morris & Elsie Jeffrey, item to be on November agenda to discuss offer of grants for play equipment.

1734    BTCV  Request For Possible Hedge Laying Projects

Invitation to BTCV for a site meeting with councillors to inspect various hedges with a view to possible hedge laying.

1735            Alleged Unauthorised Works to Listed Building

Noted.

1736    HSBC & Bank of Ireland Mandate Requirements / Benefits

Clerk to invite The Bank of Ireland representative to next meeting to discuss possible benefits. Also, Ken Colver to investigate possible banking at local Post Office.

1737    The Royal United Kingdom Beneficent Assoc. Introduction Invitation

Declined.

1738    Long Whatton & Diseworth Parish Council 

The above brought to Parish Councillors' attention the lack of consultation with regard to strategic plans for public & private transport.  Clerk to send letter of thanks to Long Whatton & Diseworth Parish Council and request that details be passed to an Appleby Magna village specialist.

1739    Resident  Request - Better Access to Footpath using Pushchair

Clerk to pass to resident information given by the Parish Councillors – the need for kissing gates.

1740            Leicestershire & Rutland Playing Fields Assoc. Invitation to Seminar

Invitation declined.

1741    Parish News Line Items

Vandalism – written piece and inform date of next meeting.

1742    Urgent Item - Invitation from N.W.L.D.C.  Remembrance Day Service

(Taken as urgent item – due to short notice)

Invitation declined.

1744    Urgent Item – Churchyard and Graveyard Trees

(Taken as urgent item – due to report's recommendations)

Due to Mr J Butler raising this issue in public question time this item was brought forward – minute 1721

1745    Urgent Item – N.W.L.D.C. Sports Action Plan

(Taken as urgent item – consultation document to be returned by 9th October 2003)

Councillor to attempt to complete within the short time given.

1746    Urgent Item – Councillors' Urgent Items

It has been agreed that councillors can place an urgent item on the agenda providing clerk is notified five minutes prior to start of the meeting.
