3016 Minutes
Minutes of the Parish Council meeting held 3rd September 2009 were read and endorsed.
3017 Public Question Time
The Chairman welcomed Lindsay Swinfield, taking over as clerk from 1st November, to the meeting. It was agreed to give her a guided tour of the village before taking up the post.
Resident, Mr Pott asked for an up date on the proposed closure of Moira Fire Station. Cllr. Colver informed the meeting the proposal was still in the consultation period.
3018 Declarations of Amendment to the Register of Interests - None.
3019 Declaration of Interest to Items on Agenda
Cllrs Colver and Jeffrey declared an interest in reviewing allotment rents. It was agreed this matter would have to be discussed at the next meeting.
3020 Decisions Taken Under Delegated Powers
Invoice paid - John Passey – supply & fit new shower in pavilion - £170
3021 Police / Neighbourhood Watch Matters
The Chairman read an email received from a concerned resident about speeding motorists on Rectory Lane. It was agreed to contact Leicestershire County Council Highways Department for their assistance, possibly more signage etc.
P.C. Davis had previously suggested police speed checks in Rectory Lane. The clerk was requested to contact the concerned resident informing him of the Parish Council’s actions.

09/00679/FUL & 09/00680/ADC – McDonalds Restaurant, Athrestone Road – alterations to ext. elevations & various illuminated signs – granted

3026 Allotment Matters
Cllr Colver informed the meeting he had not found any further information about the allotment field tenancy agreement.
The Chairman informed the meeting the water pipe leak had been repaired and Mr Denson was due to back fill the hole. Cllr. Colver agreed to repair the dripping tap.
The clerk had obtained several quotations for hardcore to improve the top entrance. It was agreed to get a further quotation from an internet sourced supplier.
It was agreed to change the allotment tenancy agreement to include ‘cultivation must start by 1st May each year, otherwise the plot would be re-allocated with no monies refunded’ and to include a request to collect rainwater from sheds and greenhouses.
3027 Footpaths & Hedgerows & Street Matters
Cllr. Colver agreed to contact Mr Denson to change the Moat House footpath kissing gates to allow pushchair access and to repair the Didcott Way fencing.
The clerk was asked to obtain prices for an Appleby Magna Parish Council open notice board.
Cllr. Colver agreed to try and source a tree for the Didcott Way green. The clerk reported L.C.C. were due to plant a tree on the verge at the junction of Rectory Lane/Church Street during October.
The clerk was asked to report the Hall yards footpath, as the tarmac was being disturbed by the overgrown hedges roots, to L.C.C. footpaths officer. Also the clerk was requested to report the overgrown side hedges in Dingle Lane bridleway.
3028 Recreation Ground Matters
The clerk informed the meeting an ‘Awards for All’ grant application had been submitted for the Recreation Ground land drains and a ‘Shires’ grant application had been submitted for the proposed toddler swing and new bench.
3029 Minorca Opencast Mine
The Chairman read a thank you letter received from the Minorca Opencast Protest Group for the Parish Council’s support.
3030 BT Invitation To Adopt Red Telephone Kiosks
It was agreed as both telephone kiosks were listed the Parish Council was not to take up the offer to adopt these from British Telecom.
3031 Ideas for Written Piece - Parish News Line
It was agreed to include the problem of Rectory Lane speeding motorists, welcome to the new clerk and latest vandalism costs.
3032 Urgent Items
A request had been received from L.C.C. to report any spray paint graffiti. The clerk was to report graffiti on the transformer box by the Ramada Motel and graffiti on the corrugated boundary fence at MacDonald’s Restaurant.
A complaint had been received from a resident about sheep entering the cemetery. The clerk had asked the gentleman
to inform the Parochial Church Council who were responsible for the cemetery. The Parish Council agreed.
