1689            Minutes 

Minutes of meeting held 7th August 2003 read and endorsed.

1690            Question Time

A resident of the parish raised the issue of an overhanging hedgerow which is restricting vision on Bowleys Lane / Church Street.  Letter to Mr A. Warrington, Area Manager/Divisional Surveyor, Ashby de la Zouch requesting that he writes letter to the owner of hedgerow.  Clerk to send letter to resident requesting trimming of overhanging hedge on Snarestone Road. (Item 30 on the agenda was overgrown hedges therefore brought forward).

Beat Officer not present but Neighbourhood Watch Report presented, showing an increased number of burglaries in Measham during the last two months.

03/01287/TCA pruning of one beech tree – adj. to 32 Mawbys Lane - no objections.

03/01318/FUL conversion of outbuilding to self contained single storey residential annex – 33 Church Street - no objections.

03/00672/FUL conversion of outbuildings to office use & replacement gate & piers – The Old Rectory, 55 Rectory Lane – granted

03/01029/VCI use of outbuildings for office without compliance with condition 2 –The Old Rectory, 55 Rectory Lane – granted

1697             Approval Of Budget And Financial Statements

The budget and financial statements were approved for the period 1st April to 22nd July 2003.  Apologies were received from clerk that the budget and financial statements for the period 1st April to 22nd August 2003 were not completed due to not receiving August bank statement, to be approved at next meeting.

Clerk to write to H.S.B.C. Bank in Ashby to query details of national directive on new mandate requirements, also to seek opinion from the National Association of Local Councils.             

1698            Accounts For Payment

National Association of Parish & Local Councils Annual Subscription £207.25

Karen Stirk – Clerk's Payment – 1st August to 31st August £257.08

Karen Stirk – Expenses for July 2003 - £28.85

1699            Invitation from Leicestershire Constabulary 

Clerk to pass details to Mr D. Saunders.

1700            DEFRA – Rural Services Standard 2003           

Clerk to obtain free copies of the Rural Services Standard 2003 for councillors and three copies of the Rural Services Standard 2003 flyer for parish notice boards.           

1701     Waymarking of Public Rights of Way

Details passed to Leicestershire County Council of landowners/tenants for footpaths in the parish.

1702    Bank of Ireland – Detailing their Parish Account

Clerk to obtain further details

1703            Wicksteed Leisure – Risk Assesment on Recreation Ground            

Clerk to book annual inspection.

1704    Church Hall booked for Parish Meetings

Noted.       

1705     Countryside & Rights of Way Act 2000

Agreement with the Countryside Agency – no common land – no action required.

1706    Parish Resident Request for Willow Tree Pruning

John Quimby and Ken Colver to visit concerned resident with view to pruning willow tree.

1707     N.W.L.D.C. Invitation – District Play Strategy Consultation Meeting

Invitation accepted by Ken Colver and details passed.         

1708     Leicestershire County Council – Leicestershire Community Strategy  

Noted and filed.

1709    Parish News Line

It was agreed that the date of the next Parish Council meeting, allotment track update and problem of overhanging hedges be included in the October Parish News Line.

1710    North West Leics. Council for Voluntary Services A.G.M.

Invitation declined.          

1711            Rectory Lane Allotments' Water Meter

Agreed that there may not be a water meter. It was noted that there has been some encroachment on the allotment footpath from the field.

1712            Emergency Rest/Vaccination Centre

Letter to Leicestershire County Council suggesting:- St Michael and All Angels Church Hall and Sir John Moore School.

Noted

1714    East Midlands Development Agency – Annual Public Meeting

Invitation declined.

Noted and no comments.

Noted and no comments.

Noted.

1718    Urgent Item - Child Care – Awareness of Issues in Rural Areas

(Taken as urgent item due to time constraints)

Details of seminar in Quorn passed to Deanna Morris.

1719    Urgent Item – Illegal Fly Posting / Estate Agents Boards

(Taken as urgent item to obtain more information for October meeting)

Further guidance to be obtained from N.W.L.D.C.
