Thursday 6th September 2012, 7.30pm, Sir John Moore Community Building, Appleby Magna

Present: -       Cllrs  P Smith (Chair for this meeting), G Potts, R Butler, Lindsay Swinfield Clerk, 3 members of the public.

12108  Apologies – Cllrs P Hemmerdinger, M Hemmerdinger, D Wildgoose – apologies accepted.

12109  Declarations of Interest both personal & prejudicial to Items on Agenda – Nil

12110  Open forum for members of the public and press

Mr & Mrs Whitehead of Church Street wished to discuss a proposed planning application, however until the application has been submitted to NWLDC (North West Leicestershire District Council) this matter has to be deferred.

A member of the public wished to comment on the high incidence of scrap metal collection in the village – items are being removed from skips which are held on private driveways, without permission of the householder, scattering rubbish on the surrounding area.  Details should be passed to the Police and Neighbourhood Watch.

12114  Planning Consultations
a.         12/00418/FUL, 37 New Road, conversion of outbuilding to dwelling – no comment.
b.         12/00632/FUL, 80 Snarestone Road, erection of extensions and alterations including new garaging  and parking arrangements (revised scheme) – no comment.

12115  Planning Decision Notices
a.         Jordans Farm, Top Street, conversion of attached barn to form residential accommodation and conversion of detached barn to ancillary accommodation – granted.

12116  Annual Parish Council meeting dates (previously distributed) – unanimously agreed.

12117  Community Bus project update
            All agreed to defer this to the October meeting; Cllrs Smith and Wildgoose to meet to discuss marketing and consultation.

12118  Footpaths, Hedgerows, Street and Allotment Matters
a.         Allotment access is now complete; there are several allotment plots available to rent.

12119  Correspondence
a.         Update on HS2 High Speed train – the Clerk had written to Alison Munroe, Chief Executive of HS2 Limited requesting information on the impact of Phase 2 to Appleby Magna and surrounding area.  HS2 Limited is still considering a number of options for station locations and route options but as no decisions have yet been taken, they are not in a position to share information at this time.  However, in the autumn they are expecting the Secretary of State to announce initial preferences for stations and line of route, and following this the ongoing programme of engagement which will itself be followed by formal public consultation.  They declined to attend the September Parish Council meeting, but will be in touch.  However, MP Mr Andrew Brigden and Councillor Richard Blunt will attend the October 2012 meeting.

b.         NWLDC (North West Leicestershire District Council) localisation of council tax scheme 2013 – the Local Government Finance Bill has set out changes which will require all council tax billing authorities to devise a local Council Tax Support Scheme, to replace the current national Council Tax Benefit Scheme from 1st April 2013.  There are two underlying principles behind the localisation of council tax benefits in England:

1.         localised schemes should provide support for the most vulnerable, including pensioners;
2.         localised schemes should assist with lifting the poorest off benefits and supporting them into work.

A Government grant to contribute towards council tax ‘discounts’ given to claimants will, in future, be paid direct to districts and upper tier authorities, Fire & Police authorities, but not Parish Councils. For further information access http://consultations.leicester.gov.uk/partnership/cts_nwleicestershire

a.         The payment list and bank reconciliation were reviewed and approved, RESOLVED, unanimous.
